CIVIL servants transferred to statutory boards before April 2000 when they were corporatised will not receive ex-gratia payments retroactively.
Minister in charge of the Civil Service Teo Chee Hean reiterated the Government's stand on this in a written reply to a question on the matter filed by Madam Halimah Yacob (Jurong GRC).
Madam Halimah told The Straits Times there are 'about a couple of hundred' people in this boat.
They were transferred to various statutory boards before April 2000, usually after parts of their ministries were corporatised.
After their transfers, she said, they lost a privilege enjoyed by other civil servants on the CPF scheme - the ability to opt into the pension scheme, with necessary payments back into their CPF accounts, six months before they retire.
In 2000, the Government allowed statutory boards to give an ex-gratia payment - of a few thousand dollars, depending on seniority and length of service - to affected civil servants.
However, this payment was offered only to those who were transferred to statutory boards after April 2000.
'The Government decided not to apply this decision retroactively as it would create an undesirable precedent for other policies to be applied retroactively as well,' said Mr Teo in his written reply.
