ST PETERSBURG (Russia) - SOME of the 20 men killed on a Russian nuclear submarine this weekend may have died because they lacked adequate training in how to respond in a fire drill, a former submarine officer said on Monday.

Russian prosecutors said the victims on board the Nerpa nuclear submarine died from asphyxiation when the fire extinguishing system was set off unexpectedly, releasing toxic freon gas - used as a fire suppressant - into the submarine.

EU to resume Russia talks?

BRUSSELS (Belgium) - SUPPORT was growing on Monday for the European Union to resume talks with Moscow on a major partnership agreement which were frozen in Sept in protest over Russia's invasion of Georgia.

Most EU nations backed reopening the talks as foreign ministers gathered to take a decision.

'We need and want to work with Russia,' said a joint statement from the British and Swedish governments.

The prosecutor's office in Senlis, north of Paris, said it had dropped its own probe into the attacks, in which steel rods were attached to overhead power cables on TGV lines, and passed the case to Paris-based investigators.

SYDNEY - LIFE has become a waiting game for the Moellers, a German family denied permanent residency in Australia because their youngest child has Down syndrome.

Mr Bernhard Moeller has appealed the immigration department's October decision, in which they said because of his son's 'existing medical condition' the family's residency was 'likely to result in a significant and ongoing cost to the Australian community'.
