HONG KONG - HONG Kong has still to emerge from the effects of the global economic slowdown despite early signs of returning stability, the city's chief executive Donald Tsang said on Sunday.

Mr Tsang said that big challenges remained for the city, whose key industries of finance and exports have been hit hard by the crisis.

 
'Ecological' cities programme

SINGAPORE - THE World Bank has launched a programme to help cities in developing countries achieve economic growth and high quality living standards without damaging the environment.

Times Co to sell second paper

WASHINGTON - THE New York Times Co hopes to sell a second Massachusetts newspaper along with the money-losing Boston Globe, the Times reported on Saturday.

The Times Co is seeking to sell the Worcester Telegram and Gazette along with the Boston Globe and also wants the buyer to take on US$59 million (S$86 million) in pension liabilities at the newspapers, the newspaper said.

'Not out of woods yet'

BASEL - THE head of the international body tasked with restoring stability to the world's financial system said on Saturday that the system had improved significantly but was 'not out of the woods yet'.

'We are more or less back at what we were before Lehman, but we are not back to before the crisis,' Financial Stability Board chair and Italian central bank chief Mario Draghi said.
