3 North Koreans seek asylum

SEOUL - A NEWS report says three relatives of a North Korean defector have fled the communist country and are preparing to come to South Korea.

The three are distant relatives of Hwang Jang-yop, the highest-ranking North Korean government official ever to escape from the isolated North.

Woman jailed for boiling head

BEIJING - A WOMAN in China who boiled a man's head in a soup because she believed it would cure her daughter's psychiatric problems has been given a suspended jail sentence, a local newspaper reported on Tuesday.

Lin Zongxiu, from the southwestern province of Sichuan, heard in 2008 that soup made with a man's head could help cure her daughter who had suffered from psychiatric problems for years, the Chengdu Commercial Newspaper reported.

Japan scraps welfare cuts

TOKYO - JAPAN'S government on Tuesday scrapped a controversial policy of slashing social security spending as the world's second largest economy struggles in deep recession.

The move came after lawmakers of the ruling party, which is lagging in the polls in an election year, endorsed a more accommodating policy blueprint that will form the basis of the next budget.
