BRUSSELS - EUROPEAN leaders chose a low-profile pair of Belgium's premier and a British peer to lead a revamped EU, triggering a storm of criticism on Friday for dropping plans to appoint diplomatic heavy hitters.

At a summit in Brussels, the leaders appointed Belgian Prime Minister Herman Van Rompuy Europe's first-ever president, and EU Trade Commissioner Catherine Ashton the bloc's top diplomat.

 
Russia tops fraud survey

MOSCOW - RUSSIA has the world's most fraudulent economy and attempts to stamp out white-collar crime have done little to stop its spread during the global financial downturn, PricewaterhouseCoopers said in a survey.

Seventy-one percent of Russian respondents to PwC's global economic crime survey said they had been subject to economic crime in the past year, more than in next-ranked South Africa, Kenya, Canada and Mexico.

Disaster for dog eaters

CALABAR (Nigeria) - MEAT traders in the southern Nigerian city of Calabar are counting the cost after a truck carrying more than 100 dogs overturned, crushing scores of canines and triggering a scramble to snatch up survivors.

Dog meat is a delicacy in Calabar and the animals were destined for the popular Ika Ika Oqua market.

Orthodox priest shot dead

MOSCOW - A GUNMAN killed a Russian Orthodox priest in his Moscow church and seriously wounded the reverend's assistant, officials said Friday.

An unidentified attacker shot Rev. Daniil Sysoyev at point-blank range late Thursday, prosecutors said.
