Prosecutors says the group enticed some 200 foreigners, mostly Britons, into investing in nonexistent real estate projects along Spain's southern coast.
The prosecutor's office in a statement Thursday that two people were arrested. Their identities and nationalities were not released.
More than 20 people from different countries are also wanted for questioning in connection with the fraudulent scheme.
