UNDERAGE smokers caught lighting up were at an all-time high last year and authorities here are about to get tougher to stamp out the habit by changing labelling on packs, banning e-cigarettes and possible revisions to penalties.

Last year, 6,671 youths under the age of 18 were caught by enforcement officers from the Health Sciences Authority - triple the number nabbed in 1998.

When asked what measures it will be taking to encourage youth to stub out smoking, the Health Promotion Board (HPB), which drives anti-smoking efforts here, would only say it constantly reviews its policies, but declined to go into details.
