BEIJING - CHINA'S top legislative body, the National People's Congress, will start its next annual session on March 5, 2009, the official Xinhua news agency reported on Saturday.

The highlight of the session will be a government work report, which is traditionally delivered by the premier.

Central and local budgets will also be examined and approved, and work reports from the legislative body and the country's highest court and prosecutor's office will be discussed, according to Xinhua.

Some 3,000 handpicked delegates to the parliament and another 2,000 delegates to the lower-level Chinese People's Political Consultative Conference will gather in the Great Hall of the People in Beijing for the annual meeting.

Since the founding of the People's Republic in 1949, the rubber-stamp parliament has failed to oppose any policy or initiative put forward by the communist-led government. -- AFP
